There have been two new Bills introduced to replace the RMA. These are the Planning Bill and the Natural Environment Bill. Together these Bills signal the beginning of a fundamental transformation to the way New Zealanders plan, develop land, manage resources and care for the natural environment. They have been designed to unlock growth, and deliver housing and infrastructure, while protecting what matters most to New Zealanders, including our unique natural environment. Energy to Grow: Securing New Zealand's Future | The Boston Consulting Group have released their Energy to Grow report which builds on the Future is Electric report, published in 2022. It sets out how New Zealand can renew its competitive edge with abundant, firmed renewable energy - powering economic growth while navigating the challenges of affordability, security and sustainability. NZ Energy Quarterly - September 2025 | On the 11th of December MBIE published the latest New Zealand Energy Quarterly. The report highlights that increased hydro generation, alongside continued increases in solar and geothermal generation, contributed to the share of electricity generation from renewable sources increasing to 89.4% in the September quarter. This was up 8.2 percentage points from last September quarter. | | | |

Among the host of reports that the International Energy Agency have been putting out recently was the World Energy Outlook 2025. This annual report covers the whole energy system using a scenario-based approach to highlight the central choices, consequences and contingencies that lie ahead. This year's edition comes amid major shifts in global energy policies and markets, and acute geopolitical strains. Governments are reaching different conclusions about the best ways to tackle concerns about energy security, affordability and sustainability. Read the report here... | | | |

COP30 - Political Package | COP30 reinforced that the global energy transition is underway but uneven, with delivery now the central challenge. Governments broadly agreed that clean energy deployment must accelerate to keep the 1.5-degree Celsius goal within reach but stopped short of binding global commitments to fossil fuel phase out. Progress will depend less on new pledges and more on capital deployment, grid build-out and managing the trade-offs of the transition. Read the Political Package here... | | | |
The UK has posted a new wind generation record, producing enough power for more than 23 million homes, according to the National Energy System Operator. They highlighted that wind generated 23,825 megawatts of electricity at 1730 GMT on December 5, beating the previous high of 22,711 MW set less than a month earlier. At the time wind supplied 47.4% of Britian's electricity demand. Read more here... | | | |

BEC is currently working on the following submissions: As we push to the end of the year, we are working on one final consultation from the EA titled "strengthening price discovery in the forward electricity market". This consultation is an assessment of how market making policy changes since 2020 have supported availability and price discovery of risk management contracts, proposals to modify market making arrangements for baseload contracts and a proposal to introduce super-peak market making requirements. Ara Ake Impact Report 2025 | Over the past year, Ara Ake has worked alongside partners in New Zealand and around the world to advance opportunities that bring energy innovation to market, all aimed at creating a positive impact on Aotearoa’s energy transition. From transforming waste into energy, to developing energy resilience projects, sharing renewable energy, and maximising the potential of resources like batteries and solar, their focus has been on accelerating meaningful change across the sector. Four lines companies — Northpower, Orion, Unison and WEL Networks — have partnered with Tapestry to use AI and computer vision for safer, faster and more efficient network inspections. The four companies will pool their collective data and insights. Field experts will use GridAware to label thousands of examples of different types of assets and potential equipment defects. Together, they aim to contribute more than 10,000 labelled images identifying 10 unique types of grid assets over the next two years. They'll be able to anticipate more issues before they cause outages, building in more resilience for their communities.

The Commerce Commission has presented for consultation their draft decision on the default price-quality path (DPP4) for gas pipeline businesses that will apply from 1 October 2026. Their draft decision for DPP4 includes revenue limits and sets minimum quality standards for services to consumers. They have largely continued the approach they took at the last reset and seek to provide stable regulatory settings in which can accommodate possible developments in the sector.
